It says right in the NASA CCR that events run rain or shine: “The event will not be canceled due to inclement weather unless ordered by the Regional Director. It is the responsibility of the driver to bring appropriate equipment such as rain tires, clothing, etc.”

At the NASA Great Lakes event in August at Autobahn Country Club, the start to the Lightning race began under such heavy rain that they had to end the race early because there so was so little grip that it was clear the race had to be called early.
